Mission:
The Mission of the East Tennessee Paranormal Research Society (ETPRS)
is to investigate strange and unusual occurrences. The group will
strive to objectively ascertain the nature of any occurrences it
encounters.
Purpose of this Charter:
The charter is the single most important guideline of the group,
providing the means of operation and governing the group. This document
shall set the overall rules of the group, as well as the offices and
standards of conduct. This document has been agreed upon by all members
of the group; allowing an order to the day-to-day happenings of the
group. Should the charter not cover an issue encountered, then the
council shall make the decision to the best of their abilities. The
charter's rules are binding and can only be removed by a process
outlined below (see revision process).
Council Makeup:
The council shall be made up of up to five (5) members of the
society, (term of 1 year)
1. Inside the council, they shall make two persons overall voice of the council.
These persons
will be known as the Council Vice Presidents.
2. No meeting can occur in the name of ETPRS without at least two
(2) members
of the council
present and one (1) board member present..
3. The council will approve any event schedules or changes that are not
outlined in this charter.
4. To become a council member, it is required that you have either an
active status. Member must also be actively be involved in multiple
areas. Council members will be elected as outlined in the groups
approved bylaws.
Council Responsibilities:
1. The council is to ensure that the ETPRS is fully solvent,
and Report to the Board
of Directors.
2. The council will be the living embodiment of the charter. Their
purpose is to
execute the
charter, not add or take away.
3. If a member has broken a rule, it is the council who will
enforce this charter by a
recommendation of discipline to the board of directors. The Board of directors
will have the say of what discipline if any will accrue. (Further information in
Member
Conduct).
4. If the council is short a member, then one must be elected prior
to business being
completed; however, in the case of an emergency the "President/CEO" will
chose a person for a position of no less than 48 hours. Any decisions made by
the council during this period will be presented to the group at the next meeting.
The group will have the right to overthrow any decision by a simple majority.
Once a new council member is elected, all items set by the temporary council will
be reviewed and
if necessary voted on.
5. Each council member must make 51% of the meetings held, if they
cannot, then
they must step
down and a new member elected to fill his/her spot.
6. At least two (2) members of the council and one (1) Board Member
must be
present at al1 events that are directly connected to ETPRS.
Revision
Process:
The group has the right to make changes to the charter. To do this, an
amendment must be drafted. Then the deliverer of the amendment will get
signatures of 1/3 of the group to bring before the greater group for a
vote. The council and Board will facilitate the vote and a super
majority must approve of the measure prior to the rule becoming
formalized.
The super majority of the ETPRS must be present to have a quorum.
